Eau Claire is a small farming town less than a day’s drive East of Saint Paul. They are not very built up and their primary defense against raiders is not having anything worth stealing. Nearly all of the homes in Eau Claire have a small ground floor covering extensive basements.
Thanks to its small population, Eau Claire is run by a town council. They have an annually elected mayor who acts as the figurehead for the town. The mayor acts as moderator during town meetings, but is not permitted to vote during his or her term of office.
