Saint Paul is a relatively small Enclave occupying the Western half of the old city of St Paul, Minnesota. It was able to survive in spite of its size, partly thanks to the river on its South bank which grew during the cataclysm. They're also protected by the ruins of Minneapolis to the immediate West, which are so irradiated that even the most machine enhanced raiders can't cross them. The same features which protect Saint Paul from raiders also deter many traders, which is largely responsible for the small size of the enclave. What traders do pass through are usually on their way to or from Canadian territory.
St Paul is run as a democracy. They have an elected mayor, a city council, and a court system. All citizens (resident adults born in the enclave or whose parents were citizens) can vote in annual elections. The mayor stays in office for three years and each of the twelve members of the council stays in office for two years. The councilors terms of office are staggered so that half are up for election in any given year.
St Paul's main exports are furs, skins, and items made from furs or skins. They produce enough food to feed their own population, but not enough for significant trade. Their main import, when they can get it, is manufacturing equipment.
